Plot

Om Prakash Aggarwal, a Motor Vehicle Inspector (MVI) based in Bhopal, ardently admires the renowned film actor, Vijay Kumar. Currently, Vijay is preparing to accompany his wife, Naina, to the United States for the birth of their surrogate child. This trip has delayed the production of Vijay's upcoming film, "Falak Tak", which is already grappling with budgetary issues. The remaining climax scene, scheduled to be filmed on Indian Navy leased land, is stalled due to Vijay's missing driving license—a required document for clearance. The producer is incensed, as the deadline for the movie is fast approaching. Due to a clerical error in the Regional Transport Office (RTO), Vijay is unable to apply for a duplicate license in a timely manner. To expedite the process, Vijay's politician friend introduces him to Om, who agrees to illegally issue a license without Vijay undergoing the necessary test. In exchange, Om requests Vijay to visit the RTO in person for verification purposes. In the meantime, Vijay's professional rival, Suraj Diwan, is scheming to undermine Vijay's standing in the industry through dubious means. Vijay reluctantly agrees to visit the RTO, despite fearing that it could expose his intentions. Upon his arrival, he is taken aback by the presence of media. An office worker, Vimla, mistakenly informs a reporter that Vijay, a seasoned driver, has been driving without a license. The news spreads like wildfire, tarnishing Vijay's reputation. Enraged, Vijay confronts Om publicly, blaming him for the leak. In retaliation, Om reveals to the media that Vijay had attempted to bypass standard licensing procedures. To further complicate matters, Suraj's fanbase orchestrates a hit-and-run attack on Om, leading him to suspect Vijay's involvement. Under producer pressure and amidst the chaos, Vijay cancels his US trip. When Om's son is injured during the attack, Vijay, out of frustration, calls Om and threatens him, inadvertently confirming Om's suspicions. Though Om and his wife Minty accuse Vijay to the police, the lack of substantial evidence protects Vijay from charges. In protest, Om and his family stage a Satyagraha demonstration outside Vijay's residence, drawing media and fan attention. Vijay addresses the crowd, portraying Om as an obsessive fan who seeks pleasure in disrupting his idol's life. He presents Om's fan messages as proof and declares his decision to undertake the license test under Om's supervision. Vijay secures permission for a public, live-telecasted test. Despite Om's challenging and unconventional questions, Vijay successfully passes the learner's test. Om's son is subjected to bullying by Vijay's fans at school. In response, Om decides to keep his son away from school until Vijay is thoroughly defeated. He is determined to ensure Vijay's failure with utmost discretion. Meanwhile, Naina is in urgent need of surgery, necessitating a hasty flight arrangement to reach her in time. On the day of the practical assessment, Vijay excels in the "H test". However, Om, citing minor errors, fails him. This decision is overturned by a superior, leading to Vijay's passing. Om then makes Vijay wait until noon for the follow-up "road test". At noon, Om postpones the test by two days, coinciding with Naina's surgery. Frustrated, Vijay announces his intention to retire from acting and give up driving forever, blaming Om for abusing his power. This outburst incites fan rage, but Vijay steps in to save Om and they both escape the scene. During their escape, they clear up the misunderstandings. Om reveals that Vijay's driving license was in the gift box that Vijay had discarded at the RTO office earlier. Upon hearing this, Vijay brings Om and his family to his home. There, he reprimands Suraj and Vimla for their mistakes. Two days later, before leaving for the airport, Vijay holds a press conference to discuss their reconciliation and to reveal that he has received his driving license. After the press conference, Vijay drives himself to the airport in his car.
