Tiger and Zoya are back - to save the country and their family. This time it's personal.


Plot

In 1999, a young Zoya witnesses the tragic death of her father, Rehan Nazar, an ISI agent, in a bomb blast. Following his funeral, she is approached by Nazar's protégé, Aatish Rehman, who persuades her to join the ISI. Fast forward to the present, Avinash "Tiger" Singh Rathore is tasked by RAW chief Maithili Menon with a mission to rescue Gopi Arya, his former handler, who had been captured in Afghanistan. Arya had been attempting to extract information from the Taliban about an impending mission in Pakistan. Unfortunately, Arya succumbs to his injuries after the rescue and reveals to Tiger that Zoya is involved in the planned mission. Tiger begins to monitor Zoya's activities and is subsequently assigned to protect a RAW agent named Jibran Sheikh in St. Petersburg, Russia. Sheikh had previously worked with Arya and had fled to Russia after being discovered in Pakistan. Tiger witnesses Zoya's attempt to assassinate Sheikh but manages to save him. He is then captured by Aatish, who discloses that he had forced Zoya to assassinate Sheikh by drugging and kidnapping her and Tiger's son, Junior. Tiger and Zoya assemble a team of RAW agents to steal a briefcase containing missile launch codes from Istanbul, in exchange for Junior. Aatish then sets them up to be framed as traitors by their respective countries, leading to Tiger's imprisonment in a northern Pakistan army prison. In a flashback twelve years prior, we learn that Aatish had attempted to sabotage a peace treaty between India and Pakistan in Vienna by planning an assassination of the Indian Army General. When Zoya refused to participate in the plan, she alerted Tiger. Aatish's wife, Shaheen Baig, attempted the assassination but was killed by Tiger. Aatish denied his agents' knowledge of the plan and was subsequently imprisoned and expelled from the ISI. Tiger is sentenced to death but manages to escape with the help of Pathaan. He reunites with his adopted son, Hassan, whom he had rescued in a mission in Ikrit. Tiger, Zoya, and their team return to Istanbul, where they discover that Aatish and Pakistani Army Chief of Staff General Imtiaz Haq are planning to assassinate Pakistani Prime Minister Nasreen Irani. The plan is for Aatish to replace Irani. Tiger, Zoya, and their team infiltrate Pakistan's PMO and expose the plan to Irani. They manage to escort Irani to an underground bunker and force Haq to publicly reveal the plan. However, Aatish and Javed, who is revealed to be Shaheen's brother, kill Haq and frame Tiger for the murder. Abrar and Karan are killed by Aatish and Javed, who locate Irani. Hassan sacrifices himself, allowing Tiger and Zoya to help Irani escape. Zoya avenges Abrar and Karan's deaths by killing Javed. Tiger and Aatish engage in a fierce combat, resulting in Tiger's victory and the death of Aatish. Irani exposes Aatish's plot to the public, and Tiger, Zoya, and their team are exonerated. Tiger contacts Maithili and reassures her of his commitment to serve his country. In the post-credit's scene, Colonel Sunil Luthra reaches out to Kabir Dhaliwal, entrusting him with a covert mission. He is tasked with the assassination of an individual whose identity remains undisclosed.
